Les Miserables (the stage production) is an OPERA, not a MUSICAL.
Musical: theatrical or film piece wherein the story is interspersed with song-and-dance segments.
Opera: an extended dramatic production in which all dialogue is sung to musical accompaniment.

You’re very right, it really isn’t a “musical” in the strictest sense….
But if we’re going to get specific, it’s actually an operetta.
“A theatrical production that has many of the musical elements of opera but is lighter and more popular in subject and style and contains spoken dialogue.”
There are a couple of lines that do not have any orchestration or musical notation to accompany them. (ie, “Marius, rest.”)

So, there is a Les Mis anime….and this is a thing that actually happens in it.
A couple of the Amis ask Enjolras if his girlfriend is worried about him doing all this dangerous revolution stuff…and this is his actual response.
